Idaho amended state law in 2026 so that no city or county in the state can require a license, fee, permit, certification, or registration to run a short-term rental, full stop. The state law, Idaho Code 67-6539, goes further than most preemption statutes: it blocks owner-occupancy rules, day caps, spacing restrictions, extra insurance mandates, and neighbor-notification requirements, and only lets cities require a short list of safety items like smoke alarms, a fire extinguisher and CO detector on each floor, escape ladders for upper-floor sleeping rooms with windows, and a basic safety handout. Boise hosts still owe normal Idaho sales and lodging taxes and are still bound by ordinary noise and nuisance rules that apply to any home. If you come across a guide describing an $80 to $125 a year Boise license, or a rule about local contacts living within 20 miles, it's describing an ordinance that no longer exists.
